The purpose of this study is to identify the current status and characteristics of the residents' participation budget system of 31 basic local governments in Gyeonggi-do and distinguish the types.
According to the analysis of the range of residents' participation, level of organization, and regional characteristics as criteria for classification of types, 31 cities and counties in Gyeonggi-do Province are divided into five types. First, it is a type of metropolitan type that shows high levels in all areas and needs to make efforts to improve problems through monitoring in the future. Second, small and medium-sized urban types have some institutional foundations, but they are actually types with relatively low participation range of residents, which requires improvement. Third, the advanced small town type is small in population size, but the range of residents' participation is relatively wide. However, this refers to the type that needs to provide an institutional foundation to support this. Fourth, the rural type is characterized by high rural population and the elderly population ratio, which requires the preparation of new measures considering regional characteristics such as supporting rural communities rather than the general form of a resident participation budget system. Finally, other types are types that lack the institutional and procedural basis for operating the resident participation budget system, and need overall improvement.
