본 연구는 주민이 체감하고 현장과 밀착된 지역정책을 추진하기 위해 저출산·고령화 사회에서 서비스 수요가 증가되는 유아교육시설과 보건시설을 대상으로 접근성 지표를 개발하여 전국 기초자치단체를 대상으로 도시유형별 접근성 격차를 분석하고 이를 개선하는 정책방안을 마련하고자 하였다.
   우선 생활환경, 접근성의 개념 및 모형과 관련한 이론과 선행연구를 고찰하였다. 다음으로 유아교육시설과 보건시설의 공급실태를 분석하였다. 셋째, 전국 기초자치단체별 각 시설에 대한 수요를 반영한 접근성 지표를 산출하고, 도시유형별 취약지역을 도출하였다. 마지막으로 도시유형별 유아교육시설과 보건시설의 평균 접근성을 기준으로 취약지역을 도출하고, 접근성 개선을 위해 필요한 정책을 제시하였다.
   먼저 제2장에서는 문헌 및 선행연구를 통해서 삶의 질과 공간의 질, 주민생활환경 관련 이론, 접근성의 개념과 모형에 관한 이론적 논의를 검토하였으며, 제3장에서는 교육시설과 보건위생시설을 공급하는 기준을 검토하고, 전국의 어린이집, 유치원, 보건소, 의원급 의료기관의 기초자치단체별 공급현황을 분석하였다. 어린이집과 유치원의 입지여건에 대한 법적 규정이 마련되어 있지만, 배치에 대한 별도의 법적인 의무기준은 없는 상태이다. 보건위생시설과 관련하여서는 보건소와 보건지소에 한해 지역 단위 당 설치 개소수 기준이 마련되어 있다.
   제4장에서는 전국 기초자치단체별 주민생활서비스시설의 접근성 지표를 산출하고, 교육시설과 보건위생시설에 대해 도시유형별 취약지역을 도출하였다. 접근성 지표는 지리정보시스템(GIS)의 네트워크 분석을 통해 각 시설까지의 최단거리를 사용하였고, 지역별 인구규모로 표준화하여 접근성 지수를 산출하였다. 도출된 교육시설과 보건위생시설의 접근성 지수를 대도시, 중소도시, 농촌지역으로 구분하여 도시유형별 접근성 취약지역을 도출한 후 개선이 시급한 지역을 제시하였다.
   마지막으로 제5장에서는 향후 주민생활서비스와 관련된 정책을 수립하는데 있어 본 연구결과의 활용 가능성을 제시하고 주민생활서비스시설에 대한 접근성이 향상될 수 있도록 제도개선, 생활서비스시설 제공 방안, 도시유형별 시설 공급기준 마련 등 정책을 제안하였다.
In this research, accessibility index is developed for early childhood educational facilities and health facilities whose demand for services is increasing in the falling birthrate and aged society, in order to promote regional policies that the residents are experienced and closely related to the site did. I tried to analyze accessibility disparity for the local governments throughout the country and prepare a policy to improve this.First of all, we examined the theory related to the concept of living environment, accessibility and model and the prior research. next, we analyzed the supply situation of infant education facilities and health facilities. thirdly, we calculated the accessibility index reflecting the demand for each facility for each local government, and derived fragile area by urban type. finally, we presented policies necessary to derive vulnerable areas based on average accessibility of infant education facilities and health facilities, and to improve access.In chapter 2, we examined theoretical discussions about the quality of living and quality of space, the theory of living environment related to residents, the concept and model of accessibility through literature and previous research. in Chapter 3, we examined criteria for providing educational institutions and health and sanitation facilities, and analyzed the supply situation of day care centers, kindergartens, public health centers, and medical clinics-level medical institutions by local government. there are legal provisions for location conditions of day care centers and kindergartens, but there are no other legal obligation standards for placement. only health centers and health center branches have standards for the number of installations per regional unit.In chapter 4, accessibility indicators of residents' living service facilities were calculated for each local governments throughout the country, and vulnerable areas by urban type were derived for educational facilities and health and sanitation facilities. the accessibility indicator was calculated by standardizing on the population size of the region using the shortest distance to each facility via the network analysis of the geographic information system(GIS) and calculating the accessibility index. we divided the accessibility index of derived educational facilities and health and sanitation facilities into large cities, small cities and rural areas, and suggested local government where improvement is urgent after deriving accessibility vulnerable cities by urban type.Finally, Chapter 5 presents the possibility of utilizing the results of this research in formulating policies related to residents' lifestyle services in the future. in order to improve access to residents' living and service facilities, we proposed policies such as revision of legal system, offering life support service delivery system, and preparing facility supply standards.
