최근 국내로 들어오는 많은 외국노동자들과 한국인과 결혼한 외국여성들 그리고 그들의 자녀들이 한국 사회에 뿌리를 내리고 살아가면서 한국 사회도 다문화사회로 접어들고 있다. 본 연구는  국내 체류 외국인 중, 한국 남성과 결혼을 통해 한국인으로 국내에 정착하여 살고자하는 여성결혼이민자에 대한 지방자치단체 차원의 지원방안을 모색해하였다.
   그동안 우리나라 지방자치단체의 결혼이민자 지원정책은 체계적으로 이루어지지 못하였다.  정책적인 측면에서 볼 때,  내국인과 결혼이민자의 의사소통을 위한 한국어교육․생활정보 제공․상담창구 설치 등 커뮤니케이션관련 서비스가 부족하고, 자녀 교육지원․ 보건․의료 등 사회복지서비스, 자연재해․ 화재 등의 사회생활지원 서비스가 부족하였다. 그나마 지역에 있는 시민사회단체 또는 종교단체 등이 열악한  상황에도 불구하고 결혼이민자의 문제를 해결하기 위해 노력하여 왔다.
   따라서 앞으로는 민간단체와의 역할분담을 통해 지방자치단체에서 이들을 실질적으로 관리하고 지원하는 결혼이민자 지원정책이 이루어져야 한다. 결혼이민자가족 관리와 이들에 대한 효율적인 행정서비스 지원이 이루어져야 하고 다양한 문화적 배경을 통합하여 결혼이민자와 지역주민이 공생하는 지역사회를 만들어야 한다.
It seems that the concept of multiculre or multiculturalism is not strange any morein Korean society. The number of foreigners who come to Korea because of business,study, or marriage with Koreans has rapidly increased. In the early 1990s themajority of foreigners were factory workers came from Philippines, Thailand,Vietnam, Pakistan, and Bangladesh. Since then, a huge influx of many foreign brideshas been brought about throughout an international marriage with Koreans, especiallyrural bachelors. About 30% of rural bachelors get married with foreign women. Thetotal number of married immigrant women is 144,385 people in 2008. It charges forabout 16% of the whole foreigners.Korean society has enjoyed homogeneous culture for a long time. It hasconstructed its national identity and tradition based on the myth of the singleethnicity. However, there have been the recent influx of foreign workers and bridesinto Korean soceity because of globalization and the spread of capitalism. Inconsequence Korean society rapidly goes toward multicultural society. Now, it hasfaced with the new challenges raised in multicultural societies. It needs to establisha new way of social integration throughout the spread of multiculturalism in Koreansociety which multicultures and multiraces go together with Korea's original culturaltradition. That is, the goal of multiculturallism is to achieve socail developmentthroughtout the coexistence of various cultures and nationalities.The main purpose of this study is to suggest a couple of action plans supportingfor married immigrant women which can be delivered by local governments. In fact,many married immigrant women have suffered from socio-economic difficulties suchas an acquaintance with neighbors, a lack of job opportunity, children's education,and family issues. Those problems are mainly derived from disfluency in Korean,cultural shock, and low incomes. Under the context that an international marrage andthe influx of foreign brides are expected to be consistently increased, it is veryimportant that central and local governments play an active role of supporting themas well as civic associations. In particular, the role of local governments is moreimportant than other institutions. This is because local governments are the mainactors who directly provide various services for these married immigrants womenliving in local areas.However, the service delivery system led by local governmetns has not beensystemized and effective so far. Meanwhile, central government and civicorganizations have mostly charged for supporting foreigners working and living inKorean society. In particular, civic organizations have made a huge effort to solve theproblems which foreigners faced with. Instead, local governments have only deliveredthe services arranged by the central government and lacked of understanding ofmarried immigrant women. Thus, it is neceesary to investigate what localgovernments can do for married immigrant women's better life. This study focuseson the role of local governments in terms of institutional and operational aspects ofthe supporting system. It is argued that local governments have to play an active rolefor supporting married immigrant women on the perspective of social integration inlocal community. Local governments have to contriibute to the establishnent ofmulticulural society throughout building up the effective management and servicedelivery system for married immigrant women.
