The Korea Research Institute for Local Administration (KRILA) and the National Graduate Institute for Policy Studies (GRIPS) co-hosted the 30th Korea-Japan Regional Policy Research Workshop in Tokyo, marking a triple milestone: 30 years of Korea’s revived local autonomy, Japan’s Local Decentralization Promotion Law, and the bilateral research initiative.

Theme: “30 Years of Local Government Innovation: A Comparative Study between Korea and Japan”

The event featured a comparative review of both countries' decentralization journeys and sought joint solutions for shared challenges such as demographic decline, fiscal autonomy, and regional disparity.

Korean Presentations:

  • Dr. Kang Young-joo (KRILA): Reviewed the progress and challenges in Korea’s decentralization, calling for expanded autonomy, strengthened policy capacity, and region-specific governance models.

  • Dr. Jun Sung-man (KRILA): Evaluated the 30-year local autonomy experience, proposing structural reforms, fiscal rebalancing, and enhanced accountability.

Japanese Presentations:

  • Mr. Shigetaka Yamazaki (Former Vice Minister, Cabinet Office): Outlined Japan’s decentralization progress and the need to improve fiscal independence and regional capabilities.

  • Prof. Atsushi Konishi (University of Shizuoka): Analyzed local fiscal data to recommend refined fiscal strategies that enhance autonomy and reduce interregional financial disparities.

Conclusion:

Both sides emphasized the importance of local autonomy in sustainable governance and committed to deepening cooperation through shared experience and joint research.

KRILA President Yook Dong-il reaffirmed the role of local autonomy in advancing democracy and community capacity, highlighting KRILA’s commitment to lead innovation and international cooperation for the next 30 years.
