On October 14, 2025 (Tuesday), KRILA (Director General Yook Dong-il) and CLAIR jointly held the “16th Korea-Japan Joint Seminar” at the International Conference Room of the Bank Hall in Seoul. 
In the keynote lecture, Mayor Choi Won-cheol of Gongju introduced various strategies the city has pursued to expand residence population as a way to overcome local extinction and demographic crisis. 
Session 1 featured Mr. Tabayashi Shinya (Satoyakuba, Japan), who presented a resident-led autonomy model that reflects local customs and daily culture under the theme “Practicing Local Autonomy Rooted in Community.” 
Session 2 featured Mr. Tomonaga Hiroshi (Seoul Office, Nagasaki Prefecture), who introduced “Nagasaki Prefecture’s International Exchange and Regional Culture,” sharing strategies for activating local economies through international exchange and cultural assets. 


The final comprehensive discussion was moderated by Mr. Yoo Min-bong (Secretary-General, Council of Provinces and Metropolitan Cities). 
Director General Yuk Dong-il stated, “I hope today’s discussion becomes a starting point for seeking creative and sustainable development directions across local administration,” and affirmed KRILA’s commitment to actively discovering ways to promote administrative innovation and regional vitality that residents can experience firsthand.
